The PREVAIL project

The PREVAIL project — Partnership for Realization and Validation of AI hardware Leadership — is a strategic initiative launched in 2023 under the Digital Europe Programme.

Preceding the Chips JU Pilot Lines, PREVAIL directly contributes to the objectives of the European Chips Act by promoting Europe’s technological sovereignty, resilience, and market competitiveness across the global semiconductor value chain.

In particular, the project aims to accelerate the development of energy‑efficient, high‑performance AI chips by:

By the end of the project, PREVAIL aims to deliver a fully operational AI hardware Test and Experimentation Facility (TEF HW AI) platform.

This platform will serve as an initial bridge between R&D and industrial innovation, supporting early product validation and accompanying customers in transferring their designs into production.

  • Strengthening the European 300 mm semiconductor infrastructure in key technologies for AI chip fabrication
  • Bringing consortium partners’ cutting‑edge technologies to higher maturity levels (TRLs)
  • Developing and testing innovative, coordinated, and complementary multi‑hub process flows across RTOs
  • Building design enablement infrastructure
  • Enabling access for EU stakeholders to design and fabricate edge AI prototypes based on innovative technologies and state‑of‑the‑art facilities
